Under Fort Belvoir's newly revised 190-5 traffic regulation, as of Monday, any vehicle improperly or illegally parked on post will be issued a ticket. What was once a warning now results in fines anywhere from $80 to more than $100, according to Fort Belvoir Police.
Capt. Mike Hancock said this includes anyone parking on grass or in a non-parking spot. Based on new regulations, he added that fines will be applied as follows:
• Occupying a Handicapped Parking Space without a Permit: $140
• Improper Stopping or Parking on Highway: $90
• Parking within 15 feet of a Fire Hydrant: $90
• Improper Parking: $80
"What we're looking to do is provide a one-ticket system, as opposed to issuing warnings like before," said Frank Hentschel, deputy director of Fort Belvoir's Directorate of Emergency Services. "We're not in the money-making business. We just want to keep parking as safe as possible and eliminate traffic that might pose a problem."
In the case of someone caught using their cell phone while driving, Hancock said the violation is not currently chargeable under Virginia law and that police generally issue a 1408 (Armed Forces Traffic Ticket), which has no monetary fine.
However, if using a cell phone results in an accident or reckless operation of a vehicle, Hancock said the driver would then be charged with either reckless driving or failure to maintain full attention. Both carry fines and mandatory court appearances, he said.
